US Airways/America West CSAs’ Alliance Negotiates Job Protections

Agreement Concerns Staffing CSS Positions in the West

The association representing US Airways Customer Service Agents (CSAs) negotiated an agreement with the Tempe, Arizona-based company regarding the initial filling of supervisory vacancies. Signed the third week of September, this agreement is an effort to utilize CSAs in the West and avoid the displacement of junior CSAs while filling open positions for Customer Service Supervisor (CSS).

The agreement was negotiated by the Airline Customer Service Employee Association--IBT and CWA, an alliance formed by the Teamsters (IBT) and the Communications Workers of America (CWA) soon after US Airways and America West announced their merger in May 2005.

The company will offer the West CSS positions to West CSAs within each location on a one-time basis. These will be awarded on a seniority basis, first to full-time agents and then to part-time agents in these West stations:

ABQ, ATL, AUS, BOI, BUR, CLE, CMH, COS, DEN, DFW, DTW, ELP, EWR, GEG, IAD, IAH, IND, JFK, LAX, LGB, MCI, MKE, MSP, OAK, OMA, ONT, ORD, PDX, RNO, SAN, SEA, SJC, SLC, SMF, SNA and TUS.

If the company is unable to fill all designated CSS positions, two scenarios are possible, depending on whether each station is staffed to its full headcount.

If the company is unable to fill all designated CSS positions in its initial process and the station is staffed to its authorized headcount, the station may operate without the designated CSS positions, provided that as CSAs leave the station they may be backfilled as West CSS positions, in accordance with the provisions of Article 9 of the collective bargaining agreement  until the station has achieved the designated number of CSS positions. Only West employees may fill West CSS positions.

If the company is unable to fill all designated CSS positions and a station is below its authorized headcount, the company may fill the West CSS positions in accordance with the provisions of Article 9. Until operational employee integration is completed, only West employees may fill West CSS positions.
