  • Frontier Airlines emerged from bankruptcy protection on Thursday under new ownership. Frontier is now a subsidiary of Republic Airways Holdings Inc., which beat out a bid from Southwest Airlines Co. Republic has said it will keep the Frontier name for its new subsidiary and there's no change to its frequent-flier program, so passengers are unlikely to see any difference in the airline now that it's out of Chapter 11 protection. Sean Menke, Frontier's president and CEO, said he is staying as Frontier CEO as well as becoming a Republic executive vice president and its chief marketing officer.

  • The following list of Teamster Airline Diviision accomplishments on Capitol Hill was compiled by Jack Albertine, the Airline Division’s consultant on legislative matters.

  • UPS Airlines mechanics have voted to give their leaders authority to call a strike as nearly three years of talks have failed to produce a labor contract. Ninety percent of the 1,052 ballots from members nationwide approved the authorization, said Bob Combine, president of Louisville-based Teamsters Local 2727. The tally was 947 in favor and 105 against, he said.

     

  • Airlines will no longer be called ''customers'' of the FAA, the agency responsible for regulating aviation safety said. Randy Babbitt, the new Federal Aviation Administration chief, said Thursday that the agency will stop calling air carriers its ''customers'' -- a practice adopted by the Bush administration. Lawmakers have complained the agency places the welfare of industry above the safety of passengers.

  • If the Senate fails to act on an FAA Reauthorization bill before the end of the month, another short-term reauthorization of the agency will be required.

  • The pilots and flight engineers of Amerijet International have been on strike since last Thursday after having tried for five years with mediation assistance of the National Mediation Board to get a contract.

  • Despite a five year attempt to secure a contract, the pilots and flight engineers of Amerijet International (Amerijet) have now gone on strike effective at 12:01 am on Thursday morning. The crewmembers of the Ft. Lauderdale-based all-cargo airline have been attempting to negotiate for a first contract since early in 2004. Over 5-1/2 years, they have faced management-based attempts to decertify the union, unilateral wage and benefit cuts and increased pressure to remove the legally elected union from the property.

  • The Teamsters won an appeal of a bankruptcy ruling and as a result a new agreement was negotiated and a comprehensive settlement of the company's litigation under section 1113 of the bankruptcy code was agreed to. That agreement was ratified by the membership.  The mechanics and related voted 105 to 35 in favor and the material specialists voted 8 to 0 in favor.  By this ratification the company will withdraw its appeal of the U.S. Court of Appeals ruling which overturned the original bankruptcy court ruling.

  • In a surprise decision, the Frontier creditors decided to select Republic as the winning bidder in the bankruptcy auction process.  The main reason seems to be that Southwest refused to remove from its bid a requirement that the pilot unions (SWAPA for Southwest and FAPA for Frontier) must agree on a method to integrate the seniority lists of the two groups for the purchase to go forward. 

  • To help you keep up with the news about all Teamsters Airline Division carriers, we have placed a link to the IBT Airline Division Dashboard on the Teamster website (www.teamster.org).  News for each carrier is constantly updated and the Dashboard also has links to other news, various aviation forums and blogs.

  • The National Mediation Board notified Amerijet that they have been released into a 30-day cooling off period after which self-help could potentially begin. Self-help can include a strike against the carrier. The 30 day period is up at 4 p.m. on August 27, 2009. Amerijet pilots have been trying to get a contract since early 2006.

  • On July 21, the Senate Committee on Commerce, Science, and Transportation approved the FAA Air Transportation Modernization and Safety Improvement Act (S. 1451) by voice vote. It includes McCaskill provisions on foreign repair stations.

  • Teamsters and USAPA recently met with Rep. Cohen to pursue  reform of the bankruptcy code by having Section 1113  of the code modified to exclude airlines, just as railroads are currently excluded. Section 1113 allows judges to abrogate union contracts by following certain procedures. The meeting went well and was very productive.

  • The Teamsters requested mediation services of the National Mediation Board to help to attain a collective bargaining agreement with Amerijet in 2006.  The two parties have until July 14, 2009 to accept or reject the proffer as a result of the mediation. 

  • Teamsters Airline Director David Bourne and Pilot ExCo Chairman Peter Pranger will meet with Wayne Heller, Chief Operating Officer of Republic Holdings, next week to discuss Republic’s bid to purchase Frontier in the ongoing bankruptcy case. Also, the plans with respect to the announced purchase of Midwest Airlines will be discussed.

  • On Tuesday and Wednesday of this week, a group of Teamster mechanics from Continental, United, and Horizon and led by Chris Moore and Airline Division consultant Jack Albertine met with 14 Senate offices, both Democratic and Republican.  Three pieces of legislation were promoted—The Employee Free Choice Act, the outsourcing legislative language in the House passed FAA Reauthorization Bill, and the Express Carrier language that changes the unique FedEx provision in the existing law that makes it difficult  for workers to organize.

  • FedEx Launches Campaign to Derail Proposed Legislation

    FedEx announced a "multimillion-dollar" campaign to derail proposed federal legislation that would make it easier for the company's workers to organize. FedEx has been the sole beneficiary of a provision that its lobbyists quietly slipped into legislation in October 1996, making FedEx the only freight and package-delivery company in the United States whose non-FAA certified employees are regulated under the Railway Labor Act governing railways and airlines.
     

  • The work on the new website for the Airline Division is progressing very well. Thanks to the many suggestions we have received, in addition to the public access section, we will have a members only, password protected section. Not only will we have forums for each class and craft represented in our Division, we will also have sections for the latest news, Capitol Hill activity, document libraries, polling areas and an “Ask the Director” section.
  • Steve Nagrotsky, a lawyer with 27 years of experience with the Airline Pilots Association and an expert on collective bargaining and Railway Labor Act contract enforcement, has joined the Teamsters Airline Division as Deputy Director. Nagrotsky has extensive experience in arbitrations, negotiations, and as an advisor to labor groups.

  • After much debate and an extra day before voting, the U.S. House of Representatives passed the FAA Reauthorization bill that contains our Express Carrier Employee Protection amendment intact late yesterday.  The bill passed 277 - 136.  Yes, it contains the provision that properly classifies us under the appropriate labor laws; certified airline employees under the RLA and all other employees under the NLRA.

  • Airline Division Director Supports Next Gen at DOT

    David Bourne, IBT Airline Division Director, submitted testimony to DOT Undersecretary Roy Kienitz on May 13, 2009, stating strong Teamster support for moving forward and funding Next Gen, the name given to the initiative necessary to upgrade our antiquated air traffic control system. David Bourne said the current system, "causes significant delays and a terrible inconvenience to America's commercial airline passengers".

  • Airline Division Meets in Las Vegas

    The Division had two successful meetings at the annual Teamsters Unity Conference at Bally’s Hotel in Las Vegas. On Friday May 1 the Advisory Board of Directors met, chaired by George Miranda, Secretary-Treasurer of Local 210, and on Saturday May 2 the Airline Division had its general meeting from 10 a.m. to 2 p.m. 

  • When It Rains It Pours

    The Airline Division has 22 major Section 6 collective bargaining agreements to negotiate this year.  This is an unprecedented number.  Our IBT attorneys and negotiators have a full load and we have assigned some cases to our regular outside attorneys for their assistance.  This will be a busy year.

  • Horizon Air Mechanics Join Teamsters

    On Monday April 20, 2009, mechanics and related class and craft workers at Horizon Air overwhelmingly voted to join the Teamsters.  The vote was 245 to 187.  The bargaining unit is 485 strong.  The workers are based in Portland, Oregon.

  • Aloha Air Cargo Group Votes Teamsters In

    On April 17, 2009 Aloha Air Cargo Fleet Service Workers voted to join the Teamsters. Jimmie and Justin Muraki were instrumental in organizing this group. The fleet service workers voted to join the Teamsters by more than a 2-1 margin.

  • Airline Division to Develop New Website

    The Communications Department of the IBT will develop a new self-contained website for the Airline Division. The site will still be linked to the Teamster.org site, however it will be all new and able to handle "rumor boards", podcasts, video, and blogging boards. This is the next step in the communications evolution of the Airline Division.

  • Congressman Bob Filner has Agreed to Sponsor Airline Maintenance Outsourcing Bill

    The IBT has long championed the goal of a level playing field with regard to the regulation of aircraft maintenance.  To this end the IBT developed legislative language that would require the FAA to issue regulations that would bring foreign repair station regulations up to U.S. standards and impose a moratorium until the new regulations are in place. 

  • Section 6 Opener for Republic Airlines Holdings Flight Attendants Sent

    The collective bargaining agreement (CBA) between Republic Airlines Holdings and its flight attendants is due to expire September 1, 2009.  As required by the Railway Labor Act, a notice that the Teamsters intend to negotiate a new CBA was sent on March 10, 2009.  The CBA covers Chautauqua, Shuttle America, and Republic Airlines.

    The Airline Division has three overriding objectives for the new Administration and the new Congress and they are the protection and expansion of American jobs, the safety and security of the flying public and last but far from least the restoration/replacement of airline industry employee's pensions.

  • Captains Sullenberger and Bourne Met with Speaker Pelosi

    Capt. Chesley "Sully" Sullenberger the "Hero of the Hudson" and USAPA representatives asked Capt. David Bourne, IBT Airline Division Director, to join them in a meeting with House Speaker Nancy Pelosi.  Sully said the Teamster aviation reform issues, of pension reform, bankruptcy reform, and opposition to outsourcing are also his issues.

  • Airline Division Advisory Board of Directors Meeting Held in Washington

    A two day meeting was held on Wednesday and Thursday of this week.  Presentation were made to the group by several IBT departments including Capital Strategies, Organizing, Safety and Health, and Benefits describing their activities and support they are giving to the Airline Division.   Presentations were also made regarding our new pilots group from Atlas and Polar airlines and a new state-of-the-art communications system named "Cubeless" that Kevin Mitchell of the Business Travel Coalition is working on for us which will facilitate communication throughout the Airline Division membership.  A number of other Airline Division issues were also discussed.

  • Teamster/United Working Committee on Garage and Building Mechanics

    The working committee composed of a United cross functional group and Teamster stewards and business agents familiar with local QC and PV work at Boston, Honolulu, JFK, LaGuardia, Newark, Philadelphia, Portland San Diego and Seattle met in Chicago on Monday and Tuesday.  The committee is charged with finding ways to deliver quality service for GSE and Facility Maintenance while reducing total costs of ownership at these nine stations.  The committee had productive meetings and exchanged ideas and data.  Further meeting and conference calls will be held in the coming weeks.

  • Senator Kennedy Urged to Support Teamster Outsourcing Moratorium

    John F. Murphy, Teamster International Vice President and Director, Rail Conference, USA, has written Senator Edward Kennedy urging him to support the addition of language to the stimulus bill currently being debated in the Senate.  The language would place a temporary moratorium on any additional outsourcing of aircraft maintenance to foreign repair stations until the FAA can develop a single worldwide regulatory standard guaranteeing safety and American security are protected.  Mr. Murphy stated that, "This amendment costs nothing, yet potentially saves thousands of jobs and keeps families afloat, as well as maintaining tax revenues generated by this work."

  • Teamsters Lobbying Effort

    The Teamsters Airline Division remains dedicated to ending foreign aircraft maintenance outsourcing and is fighting for an amendment to the 2009 stimulus package that would place a temporary moratorium on this practice.  Captain Bourne will be calling upon all Teamsters to assist in this important effort by signing an on line letter and placing calls to the offices to urge Congressional leaders to support this amendment. A Teamster consultant, Jack Albertine, has been visiting politicians on the hill for the past two weeks in order to build support.  Bob Fisher from United IAD has also attended some of these important meetings.  Our aircraft mechanics from California and Massachusetts have been focusing a call in and letter writing campaign on Speaker Pelosi, Senator Boxer and Senator Kennedy. Without the green light from these distinguished politicians our moratorium amendment will not see the light of day.

  • Airline Division Developing Short-Term Disability Program for Members

    Division Representative Dan Smith has been working with the IBT Benefits Division to develop a short-term disability program.  Colonial Life & Accident Insurance Company will offer this Short Term Disability Insurance. It will be available to our members on an individual basis with the eligibility benefit of a group rate. This program will initially be offered to US Airways customer service agents in Phoenix, Arizona in March of 2009.

Teamsters Local 1108 has authorized a strike authorization vote among its members who are the pilots employed by Flight Options LLC, the Cleveland-based provider of luxury business jet fractional ownership and charter programs. The Teamsters and Flight Options management have been in negotiations over a first contract for pilots since June 2006.

Pilots and flight engineers striking against cargo carrier Amerijet International have approved a contract to go back to work. In a 35-3 vote, pilots and engineers on Sunday voted to approve the contract, according to Teamsters spokeswoman Daisy Gonzalez.
